Jim Kiser has 25 years of
engineering experience with the last 20 directly related to the development of
public and private infrastructure projects. His experience with all phases and
types of projects from inception through construction provide a unique
management insight to insure projects efficiently move toward completion. With
multiple professional licenses, project management and design are undertaken
with a wealth of understanding for each task and component of a project.
In 2000, Jim formed
Kiser & Kiser Company to provide personalized service to clients with land
development ventures. Kiser & Kiser Company has allowed him to again focus his
expertise on project management and engineering; therefore, supporting clients
with high quality technical developments in cost efficient project programming.
He has strived to maintain high quality municipal and state relationships, thus
ensuring projects obtain approvals in an expeditious manor.
Manager - Office management and
responsible charge of a new branch office. Through marketing and networking,
established an office presence in the northern Maine consulting business and
increased market share during a period of slow economic conditions.
Responsibilities include personnel management, establishment of company
protocol, staff training, financial profitability, annual budgets, expense
authorization, equipment specifications and procurement and staffing levels.
- Management of projects for municipal, federal and private clients of civil
infrastructure, building and land development projects. Projects include the
coordination of multiple professional disciplines from project the
conceptualization to design and construction of improvement projects. Each
project requires substantial communication with the owner, public agencies and
the public to ensure a smooth implementation of project goals. Presentation of
the project, to the public, is provided for many projects.
- Permitting of projects is required from municipalities and state agencies.
Environmental permits have involved retained sub-consultants and all major
agency coordination. Individual work activities have included data acquisition,
application preparation, mitigation plans and permit negotiations. Primary
permitting agencies are Maine DEP, Maine LURC, ACOE, USEPA, local planning
boards and utility districts.
- Civil engineering responsibilities for the design of infrastructure and
development projects. Design projects include sewers, water distribution, site
plans, vehicle circulation, grading & drainage, erosion control, roadways &
pavement, stormwater management, site utilities and related infrastructure
improvements. Projects engineered for commercial site development,
residential/commercial subdivisions and municipal infrastructure related
facilities. Construction monitoring for project owners is customarily provided
- Environmental projects have included environmental site assessments (Phase I),
stormwater permitting, SPCC plan preparation and underground tank removal site
assessments. Clients have included banking firms, industrial firms and oil
companies. Work tasks require historical research on property uses, site
evaluations, soil/water testing for contamination, hazardous material storage,
containment and spill scenarios, asbestos documentation, lead paint testing and
